KNOW YOUR TOURNAMENT REGULATION:

Africa Youth Cup tournament shall be played in accordance with prevailing FIFA rules. It is open to all youth clubs and academies who are members of FIFA affiliated national associations. Schools and Colleges with football teams may participate if affiliated to their school sports associations and endorsed by their national associations. The matches shall be officiated by referees from TOURNAMENTS ABROAD and referees from the Federação Cabo-Verdiana de Futebol. Whenever necessary to interpret the laws of the game according to FIFA rules, the English text shall apply.

TOURNAMENT GENERAL RULES:

Africa Youth Cup tournament shall commence with an opening match during the opening ceremony day, after which games shall continue the next day in group stages.

  • Teams will be divided into groups where all teams will meet in the group stages
  • Games Standings will be determined according to points
  • Victory shall attract 3 points, Draw 1 point, Defeat 0 point. Where teams have the same number of points, results in matches involving the teams with equal points shall be considered, goal differences between teams with equal points shall also be considered including if necessary, tossing the coin
  • First and second placed teams after the group stages will automatically advance to Playoff A
  • The other teams will now play in the Playoff B
  • This stage of the tournament shall be determined by direct elimination
  • In case of a draw, teams shall proceed to penalties according to FIFA regulations

REQUIRED DOCUMENTS & ACCREDITATION:

Leaders of team delegation shall be responsible for the presentation of team’s required documents upon arrival for accreditation. Note that all members are required to possess international and or ECOWAS passports and Cape Verde travel policy does not require you to apply for visa prior to your travel. Visas are issued on arrival at Nelson Mandela international airport in Praia Cape Verde. Letter of consent from parents in the case of minors shall be required at the airport including travel insurance and a certificate of vaccination.

Other valid documents accepted are plastic coated team ID card for players issued by club. All foreign players shall be required to present ID and passport before a game, the ID must contain information of player like date of birth, full name, photo, and identification number. Note that for teams from Cape Verde, only team ID card shall be required for both accreditation and matches.

To ensure a smooth accreditation upon arrival, only the team leader shall present required documents of all members of the delegation to tournament organisers. Players and other team members must be present for accreditation. This process shall consist the sensitising of the entire delegation about all standing tournament regulations, verification of all documents submitted and most importantly the age of players. Teams are hereby advised to take the issue of players’ age with utmost seriousness to ensure only players of accurate age are presented. A valid group medical travel insurance must be presented during accreditation, this document must be valid until the departure date of 5th July 2020; teams will not be allowed to participate in the Africa Youth Cup.

PLAYING PERIOD:

The duration of the group Stage matches shall be: 2x35 minutes, while the duration of the knockout stages shall be 2x40 minutes.

AYC 2020 AGE CATEGORY:

Male born in the year 2003.

Feale born in the year 2004.

MATCH BALLS:

All the match balls in this category shall be size N°5.

NUMBER OF PLAYERS IN TOURNAMENT:

Africa Youth Cup matches in the 11 VS 11 categories shall allow only the use of 11 players on the field at any time and 7 substitutes. Substitution can be done without bringing the game to a halt but the referee and the lines men must be consulted. All substitutions must be made at the centre line area where the lines men are positioned. The outgoing player must leave the pitch before the incoming player can enter the pitch during a substitution. Any incorrect substitution shall attract a yellow card. In the case of substitution involving a goalkeeper, the game shall be stopped in order to make the change and the referee must be informed. The minimum number of players per team shall be 18 and 2 officials.

PLAYING FIELD:

All the playing fields are artificial turf. In the case of bad weather condition, a game can be rescheduled, decided by penalty kicks, or by toss of the coin.

MATCH TOURNAMENT PROGRAM:

Tournament organisers are at liberty to adjust or change fields, match schedule, before opening ceremony and first game. Team leaders as indicated shall be promptly informed in case of any such changes.

TOURNAMENT JURY:

The AYC jury shall handle all protests and sanctions arising from any game or any other issue related to participation in tournament. The jury shall be composed of AYC organisers, football federation of Cape Verde members, President Tournaments Abroad, and Vice President of Cape Verdean referee’s association. The decision of the jury is final and cannot be appealed.

SANCTIONS AND PROTESTS:

Note that any protest concerning the decision of referees will not be entertained. All protest must be sent to the tournament jury at the office not later than 90 min after the game in question and must be done in writing. A protest fee of 50 euro must accompany the protest letter. This sum shall be refunded accordingly if the protest is favourable.

CONSEQUENCES OF CARDS AND CAUTION:

Note that a Red card means the player misses the next match. The Jury shall decide further actions on Red card issues depending on the severity of the offence. Two Yellow cards in one game, the player misses the next match. In the event a player is suspended for more than one match, the decision shall be put in writing and sent to the club concerned. If a player still under suspension plays any other match, his team will be punished with a loss of 0-3. All yellow and red cards shall be annulled after the group stages. The knockout stages shall begin on a clean slate with all players eligible to participate.

TOURNAMENT CODE OF CONDUCT:

All team leaders as mentioned in team list submitted to tournament organisers are fully responsible for the conducts of players in and out of accommodation throughout the duration of the tournament. Leaders should not hesitate to contact the organisational staff for clarification of whatever issue of doubt. It is very important to respect meal schedules as teams or players might forfeit meals without official reason for lateness. Timetable for meals must be adhered to strictly. After 10pm, everyone must observe quietness in accommodation until 7am the following morning. It is not allowed to move about the city without putting on tournament T. shirt. There shall be consequences for noncompliance which could lead to exclusion from tournament and accommodation.

DRESSING ROOMS/SHOWER AFTER MATCHES:

Teams must leave accommodation already dressed for games. Not all fields have enough dressing room space for all teams to use. In the same manner, teams must take their shower at accommodation after returning from the games.

ACCOMMODATION CATEGORIES:

Arrival with dinner, and departure with breakfast included. Hostel Accommodation ‐ (10 days / 9 nights) 26th June ‐ 5th July 2020. All accommodations are on full board basis (breakfast, lunch, and dinner). All meals shall be at the hostel accommodation or meal centre. The AYC Card and accommodation fee is included in the cost. Hotel Accommodation ‐ (10 days / 9 nights) 26th June ‐ 5th July 2020. All accommodations are on full board basis (breakfast, lunch, and dinner). ABANDONED MATCH/WALKOVER:

Any team involved in a walkover considered by the jury to be deliberate and seen to either favour team or detrimental to another team in the group shall be punished either by expulsion from tournament or forfeiture of 3 points and 3 goals. If a team fails to appear for a game at the appointed time, a grace period of 15 minutes shall be given and a walkover 0-3 if the team fails to appear. If the delay is due to considerable and acceptable reasons like issue with bus transportation or traffic etc., an extra 15 minutes shall be accorded, or the game shall be rescheduled at a different time on the same day if possible.

TEAM LIST/AGE CONTROL:

All teams must submit a list of players and officials with passport information to AYC organisation one month or two weeks before the opening ceremony date, the control of players shall be done using this list sent. A random check for age control can be done at any time and all players must be able to identify themselves and certify their ages as stated in passports and ID cards. Photocopies shall not be accepted, note that referees shall conduct age control before each game. GAME/MATCH INFORMATION:

It is mandatory to present to the match officials a match list document which shall be given to all teams at accreditation. This document must be filled accordingly and only those players and officials mentioned in this document shall be eligible to be in the field and the reserve bench on any match day. Jersey numbers during matches must correspond with information on the match list. Two players cannot use the same jersey number in any given match, players are not allowed to change jersey numbers during a game. Where there are conflicting jersey colours, the team playing HOME shall conserve jersey while the team playing AWAY shall change jersey, so the game can hold. Teams are to be present on the field 15 minutes before kick-off time to allow for age control by the match officials. Team managers must sign the referee’s match report immediately after the game to confirm match results, red cards, and other incidents that occurred in the match. Note that teams are responsible for their supporters conduct during games, and a team can lose a game due to supporters’ behaviour to referee. All players must be insured accordingly.

TRAVEL INSURANCE:

Note that it is outside the policy of Africa Youth Cup tournament organisers to provide group insurance to prospective participants. Accordingly, clubs/schools, leaders of delegation take responsibility to procure on behalf of participants/contingent, adequate insurance necessary to cover all costs, risk and other unforeseen circumstances during the tournament. Africa Youth Cup tournament organisers do not hold liability and shall not be responsible for losses arising from theft, burglary, injury, loss of property, medical emergencies or other medical needs, acts of terrorism, acts of God, natural disaster, or any other risk which may arise during the tournament. We strongly advise that participating teams must have their group medical insurance as a pre-condition for participating in the tournament. Where evidence of such insurance is not provided, the organisers reserve the right to withdraw the participation of the team/contingent in the tournament. We advise you to come with your first aid kit box and a trained medical staff/physio.

ACCOMMODATION RULES:

The team leaders of delegation as stated in the team list are responsible for the conduct of all players in their respective accommodations. Smoking is prohibited in all accommodation centres. Consumption of alcohol is also prohibited. Accommodation must be kept clean always and must be kept very clean especially before departure day. Cooking of whatever kind like making tea or coffee is not allowed in accommodation. Timetable for meals must be adhered to strictly. After 10pm, everyone must observe quietness in accommodation until 7am the following morning. Tournament accommodation guides are at your service in all accommodations; do not hesitate to approach them for whatever assistance necessary. Note that maximum players allowed in the hostel are twenty (20) and maximum staffs allowed in the hostel are four (4).
